As you know, Ecuador now is in an inner war against crime, and, together with some extra measures, the National Government decided what is here in an attachment in Spanish and a machine translation in English.
From now on, and while the emergency status is effective, all the tourists who want to access Ecuador, by land, will have to show the criminal record check, antecedentes policiales (penales), apostilled, at the border point. No need for this if you access through the international airports.
Now, one exception to this, for now, because this is a matter in developing, if at the border point you show a ticket to fly out of Ecuador, in no more than 10 days, this means you are in transit and no need to show the criminal check.
When I asked the Immigration Police authority what can happen if someone with an air ticket out of Ecuador stays more than 10 days, they told me: no regulation about this yet.
Also, if you have an Ecuadorian visa and (or) cedula, and go outside Ecuador and try to return by land, no need to show any criminal check
